The Former President's Woke Alarm Misses The Continent's Real Threat: Technological Stagnation.

Donald Trump's national security strategy presents a misguided assessment of Europe. The document asserts that open-border policies and so-called "progressive" policies pose an grave threat to European civilization. Yet, this argument is based on a fundamental misinterpretation of the situation. The actual danger facing Europe is not cultural but technological and economic backwardness.

A Glaring Economic Gap Separating the US and Europe

Statistics paint a sobering picture. From 2008 and 2023, US GDP grew by 87%, while a paltry 13.5% increase for the European Union. During this time, European income per person dropped from over three-quarters to just half of the US level. Strikingly, even the poorest US state now boasts a greater average income than several leading EU nations like Italy and France.

Today, about 50% of the world’s top fifty technology firms are US-based, while only four are European.

The Technological Deficit: A Critical Problem

This widening disparity stems from superior efficiency gains in the United States, largely due to breakthroughs and higher total factor productivity. The scene of global tech dominance is overwhelmingly American. Over the past fifty years, 241 US firms have grown into enterprises valued at over ten billion dollars, versus just 14 in the European continent.

This disparity raises a pressing question: In the race for future industries like AI, semiconductors, and fusion energy, where does the EU positioned? Experts widely concede it is largely a contest between two involving the United States and China, with European nations starting at a clear handicap.

Underlying Factors of the Continent's Innovation Gap

Several major reasons explain this innovation chasm.

  • Financing Ecosystem: The United States has a far deeper and more dynamic network for funding startups. The EU still lacks a true capital markets union, which caps the scale of new firms.
  • Regulatory Fragmentation: Complex and divided regulation hamper Europe. A American entrepreneur can launch a product under a single regulatory framework to access a market of over 330 million. The European Union, despite a bigger population, is split among 27 separate systems, creating significant market obstacles.
  • Cultural Attitudes: Views on entrepreneurial failure differ sharply. In some EU nations, business failure was once viewed with stigma, whereas in the US, it is often considered a valuable lesson.
  • Military Investment: The United States enjoys a tightly woven academic-military-industrial complex. The continent's long-term lack of spending in defense has weakened its capacity for breakthrough innovation.

A Path Forward: Reasons for Cautious Optimism

Despite these challenges, one can find causes for optimism. European leaders are growing more conscious of the severe threat and have started to advance serious reform. Notable analyses on European competitiveness and the single market point to the necessity of sweeping changes.

Given appropriate incentives and rule changes, these assets could support far greater levels of commercial innovation.

The continent retains considerable strengths: high-quality human capital, excellent education systems, and premier labs. Coupled with a vast domestic consumer base and substantial household savings, these elements could trigger a new wave of venture creation.

Importantly, even if Europe does not take the lead in developing cutting-edge technologies, it can still dramatically increase economic output by adopting and adapting innovations from other regions.

An Inflection Point

Europe now stands at a critical crossroads. To paraphrase a famous line, decline often happens "slowly, then all at once". To date, Europe's slide in innovation has been steady. But, if it fails to take bold steps to address its structural weaknesses, today's slow erosion could turn into a sudden and irreversible loss of global economic relevance.
